U.S. Department of Housing and Urban Development (HUD)


Orizon has been a prime contractor at HUD since 2007 providing system development, steady state maintenance, and data analytics support to the Federal Housing Administration (FHA), Multifamily Housing (MFH), Single Family Housing (SFH) divisions.

Orizon was the prime contractor for over 10 years on the Multifamily Housing Development Coordination Services (MFDCS) project. MFDCS provides database, configuration management and release management support for the Office of Multifamily Housing. We served as the prime contractor on the Federal Housing Administration Subsidiary Ledger (FHASL) responsible for the development of the interface for importing financial data from FHA’s legacy systems into HUD’s to the FHA PeopleSoft General Ledger. We were selected as the prime contractor for the implementation of the HUD Integrated Human Resources and Training System (HIHRTS) using PeopleSoft’s Enterprise Resource Planning solution. For over 8 years, we were responsible for operations and maintenance of MFH systems including Multifamily Claims System (MFCS), Multifamily Insurance System (MFIS), and the Cash Control and Accounting System. As a subcontractor, Orizon continues to serve as part of the Public and Indian Housing (PIH) Development Coordination Group (DCG) project.

We served as the prime contractor to the Single Family Housing Asset Management National Servicing Center (NSC), for over 5 years, providing business process reengineering and BI solutions to mine data needed for micro level analysis of the Federal Housing Administration Insured portfolio. We designed, procured, developed, implemented and hosted a robust enterprise analytics and BI solution, which became known as the SF-DART (Single Family Data Analysis and Risk Technology) system. The system provided analytical and statistical services, a suite of SAS 9.x enterprise BI tools, and a 24x7 Orizon-hosted infrastructure to allow HUD to measure the performance and risks associated with the mortgage industry’s servicing of the FHA insured single family home mortgages, which was not previously feasible. We used current and historical data to perform micro level analysis to support HUD’s effort to improve risk assessment, identification of loan servicing issues, and better forecasting of lender/servicer and FHA insured mortgages behavior based on historical and current behaviors, external economic factors and exogenous events. We customized BI tools to extract, mine, and stratify data from various HUD and other Government and commercial data repositories to help analyze specific performance indicators of weaknesses and strengths in the servicing of FHA insured loans.
