Program Support
Our PMO support spans the program’s life-cycle and includes daily operations, budgets, administrative functions, project schedules, and reporting on project objectives and milestones to ensure that incremental and long-term program success is achieved. We also provide guidance and support for any required certification and accreditation processes of systems considered for implementation.
Cost/Benefit Analysis
We help Federal agencies with all elements of the cost-benefit analyses enabling them to present a sound and objective business case for a proposed technology investment. Typical activities include assessing needs, quantifying benefits, and completing the financial business case. We develop cost estimates for project development, implementation, and maintenance; perform alternative, impact, and statutory justification analyses; and categorize business case costs and quantitative and qualitative benefits.

U.S. Department of Homeland Security (DHS)
The DHS Office of the Chief Human Capital Officer (OCHCO) administers Human Resources (HR) services for DHS headquarters and its components. For over 7 years, Orizon provided the DHS OCHCO with a full range of strategic organizational, technical, and program management services related to the transformation of HR capabilities across the Department. We developed the Department’s first Human Capital Strategic Plan (HCSP) that included the concept of operation for aligning human capital (HC) requirements to meet the DHS mission.
We assessed the impact of HC system redesigns and service delivery integration on staff; and planned and lead the activities of multidisciplinary teams to design and monitor projects and studies related to DHS HC information technology, organization development, strategic workforce planning, and business process reengineering.
Orizon was also awarded a multi-year contract to provide the DHS OCHCO Human Capital Business Systems division with program management support for developing and managing the OMB Exhibit 300, Capital IT Investment Control Planning, and business case and other program related requirements for reporting to Congress. We assisted in monitoring program performance; adjusting assignments, sequencing priorities and schedules; and providing requirements and business process engineering support. These activities required technical and functional knowledge and expertise in HR systems and policy to analyze system requirements and conduct testing.
