U.S. Department of Homeland Security

Human Capital Strategic Planning Support for the Department of Homeland Security

Orizon provided a full range of Human Capital Planning support services related to envisioning and planning the transformation of Human Resources (HR) across the Department including formulating alternative concepts of operations for consolidating HR services, defining required operational activities, and exploring the role of information technology in achieving planning goals.

Orizon provided professional and administrative support to the Office of the Chief Human Capital Officer (OCHCO) in the areas of strategic planning, program and policy development, accountability and organizational change management. We assessed the impact of new programs and legislative changes on existing business systems, processes, and resources, and assisted in the development of legislative and regulatory agendas to meet DHS needs.

In addition, we planned, reviewed, and led the activities of multidisciplinary teams to design and monitor projects and studies related to DHS Human Capital (HC) information technology, organization development, strategic workforce planning, and business process reengineering.
